This feature was exclusively part of a joke version and is not currently planned for addition to regular Minecraft.
Dimension control is a block added in the 25w14craftmine update.
In the inventory the item resembles that of the crafting table but its model as a block is completely different.
Right clicking on the dimension control block opens up a GUI. Through this GUI the player is able to obtain the sky box block.
