This feature was exclusively part of a joke version and is not currently planned for addition to regular Minecraft.
Dimension control is a block added in the 25w14craftmine update.
The block uses the texture of a crafting table, and when placed down uses the same blue shimmering that shimmering doors use.
Right clicking on the dimension control block opens a GUI with a sky box block already inside. The sky value on the sky box block is set to "Dev Mode" by default.
