Food parcel is unlocked at rank 30 of the adventure pass track of Cloudy Climb. Once unlocked, it can be equipped in the "Healing Flairs" section of the cosmetic tab in the inventory.
Food parcel is a healing flair, meaning it activates upon use of the health potion. Once activated, pork, a piece of bread, and an apple fall from above onto the hero as alternating orange and red rings rise up around them, orange square particles burst out from the hero as the food falls onto them. After a short duration the effects disappear. As is the case with all flairs, food parcel's effects are purely cosmetic and have no other gameplay functionality.
